Technical Assistance and Training
National
The University of Iowa Law, Health Policy and Disability Center contracted with
Colorado WIN Partners/UCDHSC to provide technical assistance and training for
national training and technical assistance supporting the implementation of
Disability Program Navigators in fourteen states. Colorado WIN Partners
developed curriculum for three training units: Identifying and Working with
Individuals with Disabilities; Art of Negotiation: Effective Communication
Strategies; and, System Collaboration: Building Partnerships. This training
curriculum was delivered in November 2003 at the Washington D.C. training for
the Disability Program Navigators funded jointly by Social Security
Administration and the U.S. Department of Labor. In November 2004, WIN
Partners/UCDHSC is assisting in design of the national Disability Program
Navigator training, facilitating track 3 (Building Successful Partnerships),
and delivering topical presentations. In addition, Colorado WIN Partners/UCDHSC
provides ongoing technical assistance through monthly teleconferences and site
visits with four states. Colorado WIN Partners/UCDHSC has expanded this
contract to include external evaluation. Colorado WIN Partners/UCDHSC will be
conducting site visits in Wisconsin and Massachusetts for external evaluation
activities.
Colorado
Colorado Office of Workforce Development (COWD) contracted with Colorado WIN
Partners/UCDHSC to provide technical assistance and training to the existing
Disability Program Navigators (Consumer Navigator) throughout Colorado.
Colorado WIN Partners/UCDHSC conducts monthly statewide teleconferences,
utilizes a statewide listserv and makes site visits to each Disability Program
Navigator site to assist in orientation, training and troubleshooting. Colorado
WIN Partners/UCDHSC is also responsible for hosting topical statewide
conferences for all Disability Program Navigators and partners.
Some of the
topics for the most recent training focused on
Communication and Conflict Resolution, Customized Employment, Social Security Work Incentives and PASS Plans, and Assistive Technology.
In another contract with COWD, Colorado WIN Partners/UCDHSC has a contract to
provide training and technical assistance on the Innovative State Alignment
Grant for Improving Transition Outcomes for Youth with Disabilities Through the
Use of Intermediaries. Through this contract, Colorado WIN Partners/UCDHSC
provides technical assistance and training to the participating local sites in
Colorado, conducts statewide focus groups and literature review, and assistance
in state plan development. Local sites are required to conduct resource mapping
and focus groups, develop a local plan aligned with the state plan, and
implement systems changes that improve transition outcomes for youth with
disabilities. Colorado WIN Partners provide technical assistance and training
needed through on and off site face to face meetings, facilitation of monthly
teleconferences, and utilization of a group list to provide necessary
resources.

This training offers best practices of etiquette for interacting with
individuals with disabilities in your community. These practices apply to
colleagues with disabilities, customers with disabilities and the general
public. This session includes discussion of providing Universal Access to all
customers for programs and services; a relevant topic for all workplaces.
Universal Access Design

This session focuses on how to make services and programs accessible to
customers including those with disabilities. What are the values of Universal
Access? Who benefits? And how do you makes programs and services accessible to
the largest possible audience. Through the use of discussion, interactive
